Add README 0d4c2230b7

Document what the scraper does, configuration via .env, local dev, and the
Docker/Mullvad/caddy-docker-proxy deployment.

Web UI notifications + layout; drop macOS desktop notifications 39a36e4ecd

- Remove the osascript/macOS desktop notification path (runs on a server now);
  ntfy remains the push channel. Update the stale .env.example comment.
- Web UI: browser/OS notifications for new weekend passes (permission button
  with clear feedback, test notification on grant, auto-reload paused during
  the permission prompt; new offers detected via localStorage).
- Widen content to 1200px and split the header into two rows so it isn't
  cramped.
- Make table row borders consistent by anchoring them to CanvasText instead of
  each cell's currentColor.
